We previously reported that the Cabinet of Ministers of the Republic of Cyprus has approved amendments to the legislation regulating the process of obtaining an EU Blue Card. The amendment to the Aliens and Immigration Law was passed by the House of Representatives on July 11, 2024. These changes have aligned national legislation with European standards, allowing the issuance of EU Blue Cards in Cyprus. Now, highly skilled professionals from non-EU countries can access Cyprus’s labor market through the EU Blue Card program.
What is the EU Blue Card?
The EU Blue Card is a residence permit that grants highly qualified third-country nationals the right to enter, reside, and work in EU countries, including Cyprus. EU Blue Card holders enjoy the same working conditions, opportunities for education, social benefits, and access to services as the citizens of the host country.
Who is eligible for the EU Blue Card in Cyprus?
To obtain the Blue Card in Cyprus, applicants must meet the following criteria:
Job Offer or Employment Contract The applicant must provide a valid employment contract or binding job offer for a period of at least six months in the Republic of Cyprus.
Salary The annual salary specified in the employment contract must meet the national minimum threshold and should not be lower than the average gross annual salary in Cyprus.
Education Highly qualified individuals are those with higher education of at least three years. Professionals in the information technology sector must have at least three years of relevant professional experience gained within the last seven years before applying for the EU Blue Card. The qualification must be aligned with the profession or sector mentioned in the employment contract or job offer in Cyprus, which is required for the Blue Card application.
Health Insurance Applicants must have valid health insurance coverage in Cyprus.

Fast-Track Family Reunification: The Blue Card process simplifies family relocation, including spouses and children under 18.
Simplified Path to Permanent Residency and Citizenship: Blue Card holders can take advantage of streamlined conditions for obtaining long-term resident status and citizenship. With Greek language skills and the necessary social contributions, applicants can qualify for permanent residency (PR) after just 33 months. Additionally, the timeline for applying for citizenship has been reduced from seven to five years.
Equal Rights and Access to Public Services: Cardholders enjoy the same rights to employment, education, social security, and access to public services as Cypriot citizens.
Validity of the EU Blue Card
The EU Blue Card in Cyprus is issued for a period of 24 months (depending on the duration of the employment contract) with the option for renewal. The renewal application must be submitted no later than three months before the card’s expiration date.
