Henley & Partners has published the ranking of investment residency programs for 2025. For the first time, the “Golden Visa Greece” program secured the top spot, scoring 73 out of a possible 100 points.
For nine consecutive years, Portugal’s program held the leading position, but this year it dropped to third place, sharing the spot with Italy, both scoring 70 points.
The Henley & Partners ranking is based on an analysis of 26 residency-by-investment programs and considers key factors such as:

The Golden Visa Greece offers a straightforward and reliable path to European residency with a 5-year residence permit that does not require annual renewal. ✔ The program covers the entire investor’s family, including the spouse, children, and parents of both sides. ✔ Golden Visa holders can travel freely across the Schengen Zone, with no obligation to reside permanently in Greece. ✔ After 7 years of residency, it is possible to apply for Greek citizenship, granting visa-free access to 188 countries worldwide. ✔ The entire process can be completed remotely, including property purchases, with only one visit required for biometric submission.

Obtaining a Golden Visa in Greece is possible through investments in the country’s economy. The program offers several investment options, each leading to a 5-year residence permit.
The most popular option remains real estate purchase, with the minimum threshold depending on the region: €800,000 for properties of at least 120 sq.m. in high-demand areas (Athens, Thessaloniki, Mykonos, Santorini), €400,000 for similar properties in other regions, or €250,000 for purchasing and fully renovating historically significant buildings or converting commercial properties into residential units.
In addition to real estate, investments can be made in Greek government bonds starting from €400,000 with a 5-year term, investments in Real Estate Investment Funds (REIFs) with the same minimum amount, purchase of shares in Greek companies, or opening a deposit account in a Greek bank.
