An EU passport grants all the rights of an EU citizen:

How to Obtain an EU Passport: Methods
The main ways to obtain EU citizenship are:

Birthright Citizenship
No EU country automatically and unconditionally grants citizenship to children born on their soil to foreign citizens. A child will only receive EU citizenship if one of the parents is a citizen of an EU country.
Naturalization
To naturalize, you must legally reside in an EU country with a residence permit (temporary and permanent) for a specified period — from 3 years or more. For example, the minimum required residence period to apply for Belgian citizenship is 3 years, for Maltese and French citizenship it is 5 years, for Portuguese citizenship it is 6 years, for Greek citizenship it is 7 years, and for Austrian, Italian, and Spanish citizenship it is 10 years.

“Civil Citizenship by Investment” programs are official government programs that provide a legal way to acquire new citizenship in the shortest time possible, without residency requirements or language and culture tests.
Countries in Europe offering citizenship by investment programs include Malta and Montenegro.
Montenegro is not currently an EU member but is a candidate for EU membership in 2025.
Malta Citizenship by Investment
Applicants must make a non-refundable donation of €600,000 or €750,000, purchase real estate worth at least €700,000, or rent property for a minimum annual fee of €16,000 for 5 years, plus a €10,000 donation to a charitable organization.
Investment in real estate starts at €250,000 in the northern region or €450,000 on the Adriatic coast and in the capital, plus a mandatory donation of €200,000 to the state economic fund.
